In response to growing tensions between local and international television distribution operators, the President of the National Communication Council (NCC), Joseph Chebongkeng Kalabubsu, convened a meeting from April 7 to 8, 2026, in Douala. The meeting brought together key national and international television distribution operators, including Canal+ Cameroon, StarTimes, SAT-TECH, DIGITEL, TVCAM, Home Entertainment, SWECOM, ORBIT SAT, Numericable, and CREOLINK, to examine challenges affecting the sector and adopt appropriate measures in line with existing laws.

In his opening address, the President noted that the television distribution sector in Cameroon is currently experiencing significant disruptions, driven by increasing friction between local and international operators. He warned that such tensions could undermine social stability if not properly addressed. He emphasized that the primary objective of the meeting was to establish common ground that would enable all stakeholders to coexist in serenity.

Over the course of the two-day session, discussions focused on identifying operators both national and international, operating without legal authorization, as well as those broadcasting audio-visual content without prior agreements with content providers. The forum also served as a reminder, particularly to international operators, of the need to strictly comply with regulatory requirements governing their activities in Cameroon.

At the end of the deliberations, the Council adopted several measures. Chief among them was the strict enforcement of licensing requirements: no operator is authorized to engage in television distribution activities in Cameroon without a valid operating license issued by the Minister of Communication, in accordance with current regulations.

In light of these resolutions, the National Communication Council granted a three-month deadline, effective April 9, 2026, for all national and international television distribution operators in the country to comply with the measures adopted.

The working session concluded with a courtesy visit to renowned Cameroonian legal figure and peace advocate, Ntumfor Nico Halle, on the occasion of the opening of his award gallery in Douala. The gallery showcases more than 200 national and international prizes, merits, and awards accumulated over many years of service in the promotion of justice, peace, and good governance.

The visit was marked by strong messages centered on moral rekindling, civic responsibility, and nation-building. Addressing the delegation from the National Communication Council, Ntumfor Nico Halle emphasized the importance of upholding integrity, discipline, and ethical values as fundamental pillars for sustainable national development.

The courtesy visit thus provided not only a symbolic conclusion to the NCC’s deliberations in Douala, but also a moment of reflection on the role of leadership, values, and collective responsibility to make our nation prosperous.
